5 Things You Need to Get Right for Energy Monitoring Compliance (NCC Part J9D3)

18/07/2025

Don’t let the code catch you out. Here’s what every contractor needs to know.

Section J of the National Construction Code (NCC) sets the benchmark for building sustainability. Under the latest updates, Part J9 now makes energy monitoring mandatory in many new projects, including key provisions for renewable energy systems and EV chargers.

But meeting the standard isn’t just about buying a compliant meter. It’s about installing, connecting and commissioning it correctly. Miss a step, and your compliance may not stack up.

Here are 5 essentials to keep you on the right side of the code:

1. Compliance Isn’t Just Hardware – It’s Connections

You can have the right meters in the switchboard, but unless they’re properly connected and reporting back to a system, you're not compliant.

2. Use Comms-Enabled Meters

Part J9D3 (3) requires actual data. That means your meters need Modbus or equivalent communications capability. Bonus: it also makes life easier for your Energy Management System (EMS).

3. Check the CTs

Incorrectly wired current transformers (CTs) are one of the most common issues we see on site. No power reading = no compliance. Always test and confirm before handover.

4. Commission Your EMS to Show All Meters

Installing is just the start; commissioning is where it becomes functional. If your EMS doesn’t display all meters and channels, the jobs not done.

5. Tie It All Together

Meters, CTs, cabling, EMS – they’re all part of the compliance picture. Make sure they’re integrated, not just installed.
